Prior to his role as deputy, Chang served as the director of the IPT’s program integration and systems engineering integration teams.

He joined Northrop Grumman in 2001 as a senior engineer leading the integration, test and mission planning engineering on the CVN-77 weapons systems integration program. He also served as deputy program manager for the company’s Littoral Combat Ship (LCS) Capture Team.
