Secretary of Defense Robert M. Gates announced today that the President has made the following nominations:

Navy Capt. John C. Aquilino has been nominated for appointment to the rank of rear admiral (lower half). Aquilino is currently serving as executive assistant to the commander, U.S. Fleet Forces Command, Norfolk, Va.

Navy Capt. Thomas H. Bond Jr. has been nominated for appointment to the rank of rear admiral (lower half). Bond is currently serving as chief of Naval Operations Strategic Studies Group, Newport, R.I.

Navy Capt. Sean S. Buck has been nominated for appointment to the rank of rear admiral (lower half). Buck is currently serving as deputy director for operations, strategy and policy, J5, U.S. Joint Forces Command, Norfolk, Va.

Navy Capt. David M. Duryea has been nominated for appointment to the rank of rear admiral (lower half). Duryea is currently serving as major program manager for SOF and Undersea Mobility, Program Executive Office for Submarines, Washington, D.C.

Navy Capt. Peter J. Fanta has been nominated for appointment to the rank of rear admiral (lower half). Fanta is currently serving as executive assistant to the assistant secretary of the Navy (financial management and comptroller), Office of the Assistant Secretary of the Navy, Washington, D.C.

Navy Capt. David J. Gale has been nominated for appointment to the rank of rear admiral (lower half). Gale is currently serving as executive director, sea warfare (SEA 21), Naval Sea Systems Command, Washington, D.C.

Navy Capt. Charles M. Gaouette has been nominated for appointment to the rank of rear admiral (lower half). Gaouette is currently serving as the executive assistant to the deputy chief of naval operations for integration of capabilities and resources, N8, Office of the Chief of Naval Operations, Washington, D.C.

Navy Capt. Michael M. Gilday has been nominated for appointment to the rank of rear admiral (lower half). Gilday is currently serving as executive assistant to the chairman, Joint Chiefs of Staff, Washington, D.C.

Navy Capt. Patrick D. Hall has been nominated for appointment to the rank of rear admiral (lower half). Hall is currently serving as deputy director of operations, J3, Joint Staff, Washington, D.C.

Navy Capt. Jeffrey A. Harley has been nominated for appointment to the rank of rear admiral (lower half). Harley is currently serving as director, White House Situation Room, Washington, D.C.

Navy Capt. Brett C. Heimbigner has been nominated for appointment to the rank of rear admiral (lower half). Heimbigner is currently serving as commander, Joint Intelligence Command, U.S. Central Command, MacDill Air Force Base, Fla.

Navy Capt. Ronald Horton has been nominated for appointment to the rank of rear admiral (lower half). Horton is currently serving as the commanding officer, USS Enterprise, Norfolk, Va.

Navy Capt. Philip G. Howe has been nominated for appointment to the rank of rear admiral (lower half). Howe is currently serving as chief, Global Force Management Division, U.S. Special Operations Command, Washington, D.C.

Navy Capt. Matthew J. Kohler has been nominated for appointment to the rank of rear admiral (lower half). Kohler is currently serving as director for intelligence and security, Joint Interagency Task Force South, U.S. Southern Command, Key West, Fla.

Navy Capt. Kevin J. Kovacich has been nominated for appointment to the rank of rear admiral (lower half). Kovacich is currently serving as deputy director, Naval Warfare Integration Group, N00X, Office of the Chief of Naval Operations, Washington, D.C.

Navy Capt. Dietrich H. Kuhlmann III has been nominated for appointment to the rank of rear admiral (lower half). Kuhlmann is currently serving as chief, Program and Budget Analysis Division, Joint Staff, Washington, D.C.

Navy Capt. Willie L. Metts has been nominated for appointment to the rank of rear admiral (lower half). Metts is currently serving as division director, information warfare senior detailer/placement officer, PERS 47, Navy Personnel Command, Millington, Tenn.

Navy Capt. Mark C. Montgomery has been nominated for appointment to the rank of rear admiral (lower half). Montgomery is currently serving as the branch head for strategic concepts, N513, Office of the Chief of Naval Operations, Washington, D.C.

Navy Capt. Scott P. Moore has been nominated for appointment to the rank of rear admiral (lower half). Moore is currently serving as the director, combating terrorism, National Security Council, Washington, D.C.

Navy Capt. Kenneth J. Norton has been nominated for appointment to the rank of rear admiral (lower half). Norton is currently serving as commanding officer, USS Ronald Reagan, San Diego, Calif.

Navy Capt. Tilghman D. Payne has been nominated for appointment to the rank of rear admiral (lower half). Payne is currently serving as executive assistant to the assistant secretary of the Navy (installations and environment), Office of the Assistant Secretary of the Navy, Washington, D.C.

Navy Capt. Jeffrey R. Penfield has been nominated for appointment to the rank of rear admiral (lower half). Penfield is currently serving as major program manager for Air to Air Missile Systems, Program Executive Office for Strike Weapons and Unmanned Aviation, Patuxent River, Md.

Navy Capt. Frederick J. Roegge has been nominated for appointment to the rank of rear admiral (lower half). Roegge is currently serving as assistant deputy director for regional operations, J3, Joint Staff, Washington, D.C.

Navy Capt. Phillip G. Sawyer has been nominated for appointment to the rank of rear admiral (lower half). Sawyer is currently serving as chief of staff, U.S. Strategic Command Special Activities Atlantic, Norfolk, Va.

Navy Capt. John W. Smith Jr. has been nominated for appointment to the rank of rear admiral (lower half). Smith is currently serving as chief of staff, Navy Cyber Forces, Virginia Beach, Va.
