Stability operations make use of both "soft" and "hard" power working towards a common goal, with 80 percent of the effort focused on poulation security and infrastructure improvement, and only 20 percent on traditional military operations. Stability operations are expected to grow in importance in future, and the Army has commissioned the new Manual to codify best practices and lessons learned.
